Will NH4F produce and acidic or basic solution?

I think this would produce both an acid and base in water. The Ka and Kb values would need to be compared to determine which character would be prevalent.

It will depend on the relative strengths of each respective acid and base since both of these ions when dissolved in water will induce counteracting affects on the pH. NH4+ when dissolved in water will produce hydronium ions which will cause the pH to decrease. On the other hand, F- will react with water to produce OH- as it is a conjugate base of a weak acid and this will raise the pH.
