Is the initial amount of conjugate acid/base the same as its corresponding acid/base?

Is the initial amount of conjugate acid/base the same as its corresponding acid/base?

In toolbox 13.2 when we are first analyzing the steps to creating a buffer it states that the initial amount of CH3COOH is .040 and when referring to the amount of its conjugate base CH3CO2 it states that it is .040.

**EDIT: I read that incorrectly. The problem states that the intial amount of CH3COOH is .080, so why is the initial amount of its conjugate base .040?

Hard to follow or answer this question as toolbox 13.2 covers a titration (not making a buffer).
