Buffer solutions and salt

Why do most buffer solutions contain salt? What happens if the salt is removed? Can it still be a buffer?

A salt is used to supply the conjugate acid/base of the weak acid/base that is being used as a buffer.
If no salt is added, the buffer might not be at the optimum level since the amount of acid/base and conjugate are not going to be necessarily equal.

I think the salt stabilizes the otherwise unstable conjugate aid or base with a charge so that it can be stored and administered.
