How do you know if a titration is acidic, basic, or neutral?

if the ph is 7 at the equivalence point it represents that a strong acid and strong base titrated together

If the pH of the titration is >7, it's basic. If it's <7, it's basic. If pH is 7, it's neutral.

If a strong acid reacts with a weak base, then pH<7. If weak acid reacts with a strong base then pH>7. Strong acid strong base will be pH7
