i think it depends on the specific phase changes/chemical changes you're comparing..

It depends on the substances that are involved in the reaction(number of bonds, bond enthalpies, etc.) or phase change.

Yea as everyone said that it usually depends on what you are working with. Chemical reactions actually can be partially negative.
