Does work always occur when there is a change in volume?

Not always. Work only occurs when there is an external pressure causing volume change. If the external pressure equals zero, even if the volume changes, work still equals to zero.

The above poster is correct, but there are also many types of non-expansion work that don't require a change in volume. For example, an electric current can do work. At its most basic, work is movement against an opposing force.
