The net production of moles of gas(delta n) is 2/3 moles in the solutions manual, but wouldn't it only be 2?

You may write the change as 2 moles of gas. However, your final step would be to divide by 3 since there are 3 moles of H2 in the stoichiometry but you are only asked for the answer in terms of 1 mole of H2. The 2/3 in the solution manual comes from accounting for this change in moles of gas per 1 mole of H2.
