What is the property of enthalpy that allows us to use Hess's Law?

Enthalpy is a state function/property.

Enthalpy is a state function, meaning you can calculate the desired value from the final and initial conditions, and you can also add components to reach the desired value. Hess's Law uses the fact that enthalpy is a state function to calculate ΔH.

Since Enthalpy is a state function, it has an additive property. It does not matter what path was taken to reach the destination.

So you could apply Hess' law for gibbs free energy too, since it's a state property?

Yes you can! You don't call it hesss law but the same theory is used to make similar calculations
