Yup, enthalpy is a state function, which explains why we are able to use Hess's law to calculate the reaction enthalpy.

A state function describes the equilibrium state of a system. Internal energy, enthalpy, and entropy are state quantities because they describe quantitatively an equilibrium state of a thermodynamic system, irrespective of how the system arrived in that state.

You can think of the enthalpy of formation as the heat stored in the bonds of the molecule, formed from its components.

we use the hess's law approach to add up enthalpies, which is only possible because it is a state function
