Why aren't heat and work considered a state property?

Work is not a state function because it depends on the path. For same start and end point, different paths will lead to different work. Heat is not a state function, it is not an intrinsic property of a system. Heat is the energy transferred between the system and the surroundings during some process. The amount that transfers does depend on how the process happens and is therefore not a state function.
