I do not believe there is an overall "best" method. I think you have to look at every problem individually and consider the information provided in the problem to decide. For example, if you are given the enthalpy changes for the individual reactions, then it makes sense to use Hess' Law. On the other hand, if you are given things like individual bond enthalpies or Lewis structures, then it probably makes sense to use the bond enthalpy method.

Unfortunately, I don't think there is a go-to or best method. I think it's best to look at each problem as a case-by-case solution.

Though some methods may be easier for individuals, overall I think you have to evaluate what the question is giving you to determine which method fits.

I do feel like the Hess’s law would be the easiest by just looking at the equations given and not having to draw out the bonds, but it depends on what they give you.

There is not a best method to solve for enthalpy changes because different problems provide different information. It is best to look at the information in the question and decide which method best utilizes the given information.

There is no "best" method for this class. You are only given information, and from there, you decide what to work with.
