In a bomb calorimeter, is the work constant because the volume is fixed?

Yes, exactly! Work occurs when the volume changes. Since the calorimeter volume remains constant, work doesn't occur.

This is correct. the bomb calorimeter is an isolated system meaning it has a fixed volume

Yes, the system is not expanding nor compressing, therefore it is fixed.
