How can you tell whether or not work was done on the system of if the system did work?

This depends on whether the work is positive or negative. Work done on the system is positive and work done by the system is negative.

Here is an example: A gas always exerts force on the walls of its container. It is always trying to continuously expand/push in the outward direction. This is the system doing work itself. However, if an outside force is applied to the container to compress the gas, then work is being done to the system.
