When should I use R=8.314 versus using R= 8.206 * 10^-2 ?

It will depends on what other variable units that you have in the equation along with what variable unit you are solving for.

8.314 J/K*mol

.082 L*atm/K*mol

^^ Like Josephine said, it depends on the units in the question.
