What is the purpose of a calorimeter, and how accurate is it?

Calorimeters are used to measure temperature changes in constant volume or constant pressure environments. If we can measure the temperature change of a constant pressure or constant volume reaction, we can deduce qp and deltaH. The accuracy depends on the type of calorimeter, more sophisticated, well insulated calorimeters have a greater accuracy.

Yup, I just wanted to add that bomb calorimeters are used to measure heat of combustion at constant volume and that a calorimeter is used at constant pressure.
