Octet Guideline In Class Example

Hello,
I have a question about the OH and H2O example from class; what does it mean when it says that OH is formed in the upper atmosphere? Also what is the charge of the structure when they react?

Using the formal charge formula for both O and H, you can see that the formal charge of the structure would be zero.
