I believe it is mandated by Dr. Lavelle in order to reduce any unfair advantages during the exams!

For the webcam during the exam, the TA said we are able to join zoom on our phones and place it in a way the TA can see our entire desk.

I am pretty sure that the webcam system is mandated by Dr. Lavelle. The different TA's were just the ones to give out the directions about the process directly to us. The webcam is meant to allow the TA's to monitor us during the exams and get a proper view of our workspace.

My TA just sent out an email earlier today saying that we can just use an external device to join zoom instead of buying a webcam. I think in that case I'm just gonna use my phone.

Yeah his email said that you need a webcam/eternal cam so that your proctor can see your work area. Amazon Prime day just ended, but there were so me cheap webcams that were being sold then.

You can use an external device but I think it is recommended that you get a webcam. I think webcams are easier to show your work than an external device.

Not sure if you saw this, but he did update his policy! You can log into zoom on another device (like a phone or tablet) and use that as your external camera so that you don't have to buy a new one.
