Identifying Longest Carbon Chain with Substituents

When there is a tert, sec, iso, or neo substituent attached to a molecule, and you are naming the molecule using a combination of common names ad IUPAC naming, do you include the carbons in the tert, sec, etc. substituent when identifying the longest carbon chain?

no substituents are not included in the longest carbon chain.
