Naming the structure

H3C-CH=CH-CH2-CH2-CH=CH-CH3

Is this named 2,6-dioctene or octa 2,6-diene or 2,6-octadiene?

Both octa-2,6-diene or 2,6-octadiene are acceptable names.

When naming structures and trying to determine which carbon to start counting from, what takes priority for a lower number: the bond or substituents?

Double bonds are considered functional groups so they take priority in numbering.
