Different Substituent Numbers

I am still confused when there are multiple possible names, which to select.
For example: 4-Ethyl-2,2-Dimethyl-hexane vs. 3-Ethyl-5,5-Dimethyl-Hexane. I know that the first name is correct, however how would you determine that? If it isn't by adding the total number, then what is it?

You determine which name has lower numbers and choose that one. Since 2 is less than 3, you already know that the first name is the correct one.
