Naming the Substituent on the First Carbon

1-ethyl-2-methylcyclopropane

Based on this name, is the 1 at the beginning optional or necessary? Are there specific cases where the 1 is not optional?
I thought the 1 at the beginning was optional, but I was told otherwise.

Its not optional because in this case you have two substituents and by not labeling it with a 1, it is ambiguous where the ethyl is located.
