Is 13456-pentahydroxy-2-hexanone saying the same thing as hexan-2-one-13456-pentol?

In theory you are correct; however, when there is a ketone present it will take priority with regard to nomenclature over alcohols, which is why the answer is a hexanone and not an alcohol in this particular case.
