Carbon Number

When naming cycloalkanes with substituents, how do we number the carbon atoms??
After we start with the functional group occupying the #1 carbon or numbering the carbon atoms by following the alphabetical order, do we count the the rest of the atoms clock-wisely or anti-clockwisely? or do we need to make sure that the sum of carbon number are the smallest?

You should number according to whichever gives you the lowest numbers for all the substituents. So, the second option you mentioned is correct.
