CH3CH=C(CH3)CH(CH3)2
I named this compound 2,3 dimethyl-2-pentene but the answer is 3,4 dimethyl-2-pentene. Is this because we start counting to the double bond from the left side and so we must use the same side when numbering the substituents?

Yes, you must always start counting from the same side when numbering.
