Alkenes as functional groups

Should we consider alkenes and alkynes as functional groups? On one of the previous finals an alkene was listed as a functional group but I remember Dr. Lavelle mentioning that they're not true functional groups.

When asked to identify functional groups definitely identify alkene or alkyne if carbon, carbon double or triple bond is present.

But remember in IUPAC naming alcohol, aldehyde, etc., have priority over alkene and alkyne.
