In the course reader pg 105 the name for the given cyclohexene is

1,6 dichlorocyclohexene

Why can't it be

1,2 dichlorocyclohexene

It cannot be 1,2-dichlorocyclohexene because of the double bond. Naming it that way would actually result in an incorrect name of 1,2-dichlorohex-2-ene.

In other words, we give priority to first the double bonds and then the chloro.
