Z vs. E

For cycloalkenes, wouldn't they all be cis since the atoms with priority are always on the same side? If so, do we even need to identify that a cycloalkene is cis/trans? ex I am thinking of is 2012 final #5 (naming molecule B)

Substituents (such as bromo or chloro) can effect whether the molecule is cis or trans, so it is still important to include the designation for cycloalkenes.

How exactly would the substituents affect whether the molecule was cis or trans? Would it change by how you begin to count the carbon atoms in the ring?
