Homework question #21 a

Could someone please explain to me why this structure pictured below is 5,1,3 instead of 1-methyl cyclopenta, 2,4 diene because that would be lower numbers? (The red is what the solution manuals answer is)

Double bonds get priority over substituents in having the lowest number.
