Benzene vs. Phenol

Why is it that sometimes the name is benzene (2.43 (d) in green course reader) while other times the same cyclohexene is called phenol (2.41 in green course reader)?

phenol is benzene with an -oh group attached to it, but I don't think we have to know phenol for the final.
