Halogens vs Substituents
When naming structures, do halogens get priority over carbon substituents? Or would it just be everything by alphabetical order?

It would be alphabetical. The only time halogens have higher priority than carbon substituents is when you are deciding whether the molecule is Z or E when dealing with a double bond.
