Priority in Numbering

So is it true that all functional groups except for halogens have the priority for the lowest numbering?

This is true. We tend to start the chain at the functional group, however we treat halogens as a substituent. We number and name halogens based off alphabetical order or lowest number chain.

An example of functional groups having priority over halogens is in the course reader page 104
ClCH2CH2CH(OH)CH3 here the alcohol functional group gets numbered as 2 and the chlorine is 4 because functional groups get priority in numbering over substituents and double/triple bonds
