halogens priority and halogen functional group?

if there was one of those questions where it says to circle all the functional groups and there was a halide, would we circle the halide too?

also do halogens have priority in numbering over substituents such as methyl, ethyl, etc.

Halogens and alkanes have the same priority, so you'd prioritize them alphabetically.
Halogens are technically functional groups, but they're not the same priority as the other functional groups you learned about in class.
