Are halides substituents or functional groups?

Question: If a problem asks you to name all the functional groups on a molecule, and there is a chlorine molecule attached to the carbon skeleton, would we list halides as part of the answer? Or are halides treated more as a substituent and therefore, not be part of the answer?

Answer: Halides are treated as substituents when you are naming.
