priority of double/triple with a halogenated compound

When there is a double or triple bond as well as a halogen, does the double/triple bond take priority when naming because the halogen is treated like a substituent? Is the double/triple bond actually prioritized or am I mistaken? I know a functional group takes priority over double/triple bonds however halogens seem to be treated as substituents so I just want to clear this up. Thank you.

Yes, you are correct! Double and triple bonds take priority over all substituents.
