I was doing week 1 homework and I got confused by the trailing zeroes. Do trailing zeroes count as significant figures?

Yes, trailing zeros do count as significant figures. They are there to indicate the level of precision to which that number was calculated to be, so they are counted when determining that number's significant figures.

Trailing 0's do not count as signficant figures but if there is a number between them the subsequent and previous 0's count.

Trailing zeroes aren't significant. Some problems put a decimal point though, after the number. Only in that case, the zeroes are significant.
For example, 3.5000 wouldn't have significant zeroes, but 3.5000. would have significant zeroes.
