If tailing zeros in sig figs are not significant, why are leading zeros and zeros between nonzero digits significant?

Leading zeroes are not considered significant. Zeroes between nonzero digits serve a greater role than just a placeholder, which is why they are significant.

Leading zeros indicate the level of precision or accuracy in a number, "0.76" is different from "0.076". Zeros between nonzero digits convey the number of meaningful digits, "706" are all significant.

Tailing zeros in a number without a decimal point may or may not be significant.
