Halides as Functional groups and Double bonds

In the exercises from the ochem textbook, even though halides were considered to be a functional group, they were not given numeric priority over double bonds even though other functional groups were given that. Why is this so? Does this rule apply to any other functional groups?

They are NOT considered as functional group but rather substituents.
