Haloalkene naming

For the structure on page 51 of the organic textbook why is
3-chloro-1-fluoro-4,6-dimethylcyclohexa-1,4-diene a better name than
6-chloro-4-fluoro-1,3-dimethylcylohexa-1,4-diene?

I thought 1,3 would be better since it's lower than 4,6

I think this is a very 'niche' kind of question. I, myself (Not Lavelle), would probably view both answers as acceptable. In terms of Lavelle, I doubt he'd ask a question like this, and if he did, I think both answers you listed would be considered correct.
