Do halogens get priority in numbering?

Do halogens not get priority in numbering (after double and triple bonds) over other substituents in molecules?

Yes and No because it's by alphabetical order.

Does this mean that halogens and alkyl groups have the same priority when deciding the order? or do you consider the alphabetical order of halogens and then alkyl groups?

The highest priority is to get the lowest number on the suffix group (like -ol for an alcohol or -oic acid for a carboxylic acid). After that, the next priority is to have low numbers on double/triple bonds. Last in priority ranking is having low numbers on prefix groups. Since alkyl groups and halogens are ALWAYS prefix groups, they do not get a high priority, and all prefix groups are otherwise considered equal. This means that bromo- would precede ethyl- on basis of alphabetical order and thus if there were a choice, bromo- would receive the lower number.
