Priority between two functional groups?

Do we need to know which Functional group gets priority between two functional groups? I heard that TA's said that we didn't need to know this.

But the attached photo of a question from the 2015 final shows that we are expected to determine priority between an alcohol and a carboxylic acid.

What is the order of priority for functional groups?

carboxylic acid always has the highest priority.

And I believe professor Lavelle said in class that we don't need to know the priority of different function groups.
