ether priority

ether priority

on page 70 of the organic textbook it shows a structure and the name is
4-methoxy-3,4-dimethylcyclohex-1-ene

i know that priority is given to functional groups when numbering, so how come methoxy isn't given the 1?

A general rule is that the only time a functional group is not given priority when numbering is if the functional group is an ether. All other functional groups should have the lowest possible number
