Priority of Ethers

Priority of Ethers
Because ethers are unique and are treated as a substituent rather than a functional group, they do not get the same priority as other functional groups like alcohols or ketones. However, would an ether get priority over a double bond or not? For example, how do you name CH3-O-CH2-CH2-CH=CH2. Would it be methoxy-but-3-ene or 4-methoxy-but-1-ene? And does numbering have to do with having the lowest number or the priority of ethers versus double bonds?

I made this example. Work through it to clarify IUPAC naming of ethers.
(E)-6-(3-chloro-2-methylpropoxy)hex-2-ene

I am a little confused, because in the review packet that Idean distributed, it says that ethers get numbering priority over double bonds. Is that incorrect?

Are the highest priority groups in Professor Lavelle's example the chlorine and ether?
