On page 69, there exists a 1,2-Dimethoxyethane.

Why is there a 1,2?

That is because there are two methyl groups, one attached to carbon 1 and the other attached to carbon 2.

Ok but for C-O-C-C-O-C which one is 1 and 2 here?

The middle carbons are your ethane chain so they will be carbons 1 and 2. Since you have 2 methoxy groups, it doesn't matter which carbon is 1 and which is 2 as they will both produce the same molecule.
