Common Name
Is the common name of this molecule 1-bromo-7-(tert)-butyl-3-chloro-4-ethylnonane? Or is the tert part supposed to be a neo-?

This should be named by IUPAC. If you wanted to use tert-butyl to describe the thing at the bottom left, it would be unclear what the parent chain should be.
Using IUPAC, it is clear that the parent chain has 9 carbons. The substituents are bromo, chloro, ethyl, dimethyl. One way of numbering is 1,4,5,8,8. The other way of numbering is 2,2,5,6,9. Since 1 is less than 2, the first way of numbering wins.
The name is 1-bromo-4-chloro-5-ethyl-8,8-dimethylnonane (the prefixes are arranged in alphabetical order. It was a pure coincidence that the numbers are in order here)
