Are carboxylic acids more soluble in water compared to alcohols?

If you remember from 14A, the general rule is "like dissolves like". Since water is polar, polar molecules will dissolve in it.
Alcohols have one polar O-H group which forms hydrogen bonds with water.
Carboxylic acids also have one O-H, but they also have the C=O bond, where the O is very electronegative and can also form hydrogen bonds.

Carboxylic acid functional groups can form more extensive hydrogen bonds with the water thus it is more soluble.
