Charge of amine

Why does a quaternary amine have a +1 charge?

i'm pretty sure it's because a quaternary amine is attached to 4 other organic atoms covalently so it only has 4 bonds on it. The nitrogen atom has 5 valence electrons so it's charge would be (5-4)=+1
