naming amine

how is isopropylamine 2-propanamine?

In the case of isopropylamine, the isopropyl is considered as a functional group. In 2-propanamine, the longest carbon chain is identified (a propane) and the amine named as the group at the C2 carbon. The IUPAC name is actually propan-2-amine.
