1. Identify the longest carbon chain.
2. Identify all of the substituents.
3. Number the carbons of the parent chain from the end that gives the substituents the lowest numbers.
4. If the same substituent occurs more than once, then give the numbers of the location of each point on which the substituent occurs. In addition, the number of times the substituent group occurs must be indicated by a prefix (di, tri, tetra, etc.).
5.If there are two or more different substituents then you must list them in alphabetical order using the base name. The prefixes which are used when putting the substituents in alphabetical order are iso- and neo-. The prefixes sec- and tert- are not used in alphabetical order.
6. If there is a double bond add either Z/cis (groups are on same side) or E/trans (groups are on different sides) to the beginning of the name.

You also have to account for what gets priority when numbering. In the presence of functional groups, the function group gets first priority. Under the cases of normal substituents, the double or triple bonds get priority over the substituents.
