Psuedo-Equiliroum Constant

Can someone please explain the signigficance of the Psuedo-Equiliroum Constant? In regards to the parameters for the psuedo-thermodynamics, what the reason behind why delta G a large positive value?

The deltaG^double-dagger is a positive value because it requires an uphill change in free energy for each step. Looking at a free energy diagram, you will see the peaks are always positive ones, meaning it requires a positive change in free energy.
