Valence Electrons for d-Block Elements?

Valence Electrons for d-Block Elements?
For all elements in the d-block, do you also include the s orbital to determine valence electrons? In general, should we determine number of valence electrons from the shorthand version of the electron configuration?

for transition metals on the periodic table, they cant be assigned traditional valence electrons like the rest of the table according to the group, but in the d block it ranges from group 3 to 12 and all but group 3 that has 3 valence e-, can have a different number of valence e- depending on the situation. for example
group 4 can have from 2 to 4 valence electrons, group 5 can have 2 to 5 valence electrons, group 6 can have 2 to 6 valence electrons, group 7 can have 2 to 7 valence electrons, group 8 can have 2 or 3 valence electrons, group 9 can have 2 or 3 valence electrons, group 10 can have 2 or 3 valence electrons, group 11 can have 1 or 2 valence electrons,and group 12 can have 2 valence electrons.

Thank you! By depending on the situation, do you mean that you might need to get more valence electrons to fill an octet?
